The guiding principle in setting up quality circles is: difficulties should be eliminated where they occur, by those employees who know these difficulties best. The general objective is to improve co-operation and the working atmosphere, productivity and quality awareness as well as work processes. The quality circle can be formed from different hierarchical levels and for all phases of service provision. Participation in group work is voluntary or is ordered by the management. The distinction between quality teams in project work or regular team meetings is not always clear. The rules usually also apply to team meetings that serve to control the provision of services.
